روسای محترم،

نماینده عالی محترم،

همانطور که مستحضر هستید، از زمان قتل یک زن جوان کرُد به نام مهسا امینی توسط نیروهای امنیتی جمهوری اسلامی ایران، تجمعات اعتراضی و سراسری مردم مناطق مختلف ایران در بیش از صد شهر برگزار شد و همچنان در خیابان‌ها و دانشگاه‌ها ادامه دارد. معترضان خواستار احترام به حقوق بشر و حاکمیت قانون و خواستار تحقیقات مستقل برای پاسخگویی دولت ایران و نمایندگان آن برای جنایاتی که علیه شهروندان غیرمسلح و بی‌گناه انجام شده است، هستند.

در این اعتراضات اقشار و طبقات و جنبش‌های متنوع اجتماعی و مترقی حضوری همه جانبه دارند و اعتراضات علیه رهبران حکومت و همچنین دیکتاتوری مذهبی و به ویژه رهبر انقلاب خامنه ای است. شواهد موجود نشانگر این واقعیت مهم است که تلاش برای گذر از جمهوری اسلامی روزبروز بیشتر از قبل در بطن جامعه ایران گسترش می‌یابد. در سرتاسر جهان، ایرانیان خارج از کشور نیز با برپایی تظاهرات علیه حکومت و نظام در همبستگی با مردم ایران، پشتیبانی خود از معترضان در ایران را به طرز فوق‌العاده‌ای نشان داده‌اند.

تا کنون بیش از 150 معترض جوان، مرد و زن که می توانند آینده ایران را بسازند، بر اثر گلوله‌ها و خشونت وحشیانه‌ای که توسط نیروهای مختلف امنیتی از جمله بسیج و سایر گروه‌های شبه نظامی به کار گرفته شده اند، جان خود را از دست داده‌اند. چندین هزار نفر از تظاهرات‌کنندگان، فعالین سیاسی، هنرمندان، ورزشکاران و دیگران بازداشت شده‌اند و از سرنوشت و محل نگهداری آن‌ها اطلاع چندانی در دسترس نیست. این شامل صدها دانشجویی می‌شود که در حملات وحشیانه‌ی این هفته به محوطه دانشگاه دستگیر شدند.

مقامات بین‌المللی، نهادها و سازمان‌های حقوق بشری مختلف پیش از این خواستار پاسخگویی جمهوری اسلامی در رابطه با سرکوب تظاهرات‌کنندگان و به ویژه آزار و اذیت زنان شده‌اند. ما از بیانیه‌های اتحادیه اروپا در محکومیت استفاده گسترده و نامتناسب از زور علیه تظاهرات‌کنندگان غیرخشونت‌آمیز و مطالبات مشخص پایان دادن به سرکوب خشونت‌آمیز اعتراض‌ها، آزادی معترضان، تحقیقات معتبر در مورد مرگ مهسا امینی و سایر شهروندان و همچنین جریان آزاد اطلاعات، به ویژه از طریق بازگرداندن دسترسی به اینترنت، انتشار یافته استقبال می‌کنیم. ما همچنین از درخواست و شرط شما مبنی بر اینکه جمهوری اسلامی ایران باید اصول میثاق بین‌المللی حقوق مدنی و سیاسی را که ایران یکی از طرفین آن است کاملاً رعایت کند، استقبال می‌کنیم. متذکر می‌شویم که شما «همه‌ی گزینه‌ها» را برای اقدامات احتمالی بیشتر در نظر بگیرید.

ما از اتحادیه اروپا می‌خواهیم به اعمال فشار بر رژیم ایران برای احترام به حقوق بشر و حاکمیت قانون ادامه دهد. علاوه بر این، ما از شما می‌خواهیم که نه تنها از رژیم بخواهید که تظاهرات‌کنندگان هفته‌های اخیر را آزاد کند، بلکه از رژیم نیز بخواهید که همه زندانیان عقیدتی در ایران را آزاد کند؛ اینکه رژیم به سانسور رسانه‌ای پایان دهد؛ اینکه رژیم به گزارشگران مختلف سازمان ملل متحد و به‌ویژه گزارشگر ویژه‌ی وضعیت حقوق بشر در جمهوری اسلامی ایران، آقای جاوید رحمان، اجازه دهد تا به منظور بررسی آزادانه‌ی موارد نقض حقوق بشر، از ایران بازدید کنند. با این کار به آن‌ها اجازه داده می‌شود که با بازداشت‌شدگان و خانواده‌های قربانیان سرکوب نیروهای امنیتی ملاقات کنند.

یادآوری می‌کنیم که برخی از کشورهای عضو اتحادیه اروپا پیش از این سفرای جمهوری اسلامی را به وزارت امور خارجه احضار کرده و در رابطه با برخی نکات به آن‌ها تذکر داده‌اند. ما از نهادهای اتحادیه اروپا و همه کشورهای عضو اتحادیه اروپا می خواهیم تا با احضار همه‌ی سفرای جمهوری اسلامی در داخل اتحادیه‌ی اروپا به صورت هماهنگ و با مواجهه با نمایندگان جمهوری اسلامی در تمام مجامع بین‌المللی که اتحادیه اروپا و دولت‌های عضو در آن حضور دارند، فشار دیپلماتیک را به حداکثر برسانند.

برای یادآوری می گوییم که برخی از کشورهای عضو اتحادیه اروپا خواستار تحریم‌های بیشتر علیه جمهوری اسلامی شده‌اند و بحث‌ها در این زمینه ادامه دارد. ما طرفدار تحریم‌های اقتصادی عمومی که به مردم ایران آسیب می‌زند، نیستیم. با این حال، ما طرفدار محدودیت‌های مالی، مسافرتی یا سایر محدودیت‌ها برای افراد و خانواده‌های آنان و نهادهای مسئول نقض حقوق بشر، از جمله افرادی هستیم که مسئول دستور دادن یا اجرای جدیدترین سرکوب‌ها هستند می باشیم.

در آخر، ما اطلاع یافتیم که پارلمان اروپا در حال حاضر در حال گفتگو  در مورد اعطای جایزه ساخاروف برای آزادی اندیشه در سال جاری است. ما از پارلمان اروپا می خواهیم که اعطای جایزه ساخاروف 2022 به مردم ایران را بررسی کند. این  بیانی قدرتمند برای حمایت و تشویق مردم ایران در آرزوی آنها برای حمایت از ارزش های مشترک جهانی ما خواهد بود.

Dear High Representative,

As you are aware, since the murder of a young Kurdish woman, #MahsaAmini, by security forces (Sharia Code Enforcement) of the Islamic Republic of Iran, nationwide protests have been taking place across Iran, involving people from all regions of the country in over a hundred cities. General strikes and protests are continuing at all major and regional universities, as well as on the streets, demanding respect for human rights and the rule of law and calling for independent investigations to hold the Iranian government and its representatives accountable for atrocities committed against unarmed and innocent civilians.

The ongoing protests have brought together Iranians from all walks of life, including a wide range of progressive movements in Iran. Their protest is against the leaders of the Government as well as of the religious dictatorship, including in particular the Supreme Leader Khamenei. The situation on the ground is evidence of the desire of the Iranian people that the Islamic Republic should come to an end. Around the world, the Iranian diaspora have shown an extraordinary unity of support, by organising demonstrations against the Government and system, in solidarity with the Iranian people.

Up to the present, more than 150 young demonstrators, men and women who could create the future of Iran, have lost their lives to the bullets and other brutal violence deployed by various security forces, including the Basijs (militias) and other paramilitary groups. Several thousand demonstrators, political activists, artists, sportspeople and others have been arrested or detained with little information about their whereabouts and conditions. This includes several hundred university students arrested in the brutal attacks on university campuses this week.

Various international authorities, institutions and human rights organisations have already demanded that the Islamic Republic be held accountable for the repression against the demonstrators and the persecution of women in particular. We welcome the EU statements condemning the widespread and disproportionate use of force against non-violent demonstrators and calling for an end to the violent crackdown on protests, the release of non-violent protesters, a credible investigation into the death of Mahsa Amini and other civilians, as well as the free flow of information, notably through restoration of access to the Internet. We welcome your demand and condition that the Islamic Republic of Iran strictly abide by the principles of the International Covenant on Civil and Political Rights, to which Iran is a party.  We note that you are considering “all options” for possible further action.

We call on the European Union to continue to put pressure on the régime in Iran to respect human rights and the rule of law. In addition, we ask you to demand not only that the régime release the demonstrators of recent weeks, but that the régime release all prisoners of conscience in Iran; that the régime put an end to media censorship; that the régime allow the various UN Special Rapporteurs, and in particular the Special Rapporteur on the situation of human rights in the Islamic Republic of Iran, Mr. Javaid Rehman, to visit Iran in order to freely enquire into the violations of human rights, and that in so doing they be permitted to meet with detainees and with the families of victims of the security forces.

We note that some EU Member States have already summoned Ambassadors of the Islamic Republic to Foreign Ministries and confronted them with some of the points mentioned. We call on the EU Institutions and EU Member States to maximise diplomatic pressure by summoning all Ambassadors of the Islamic Republic within the EU in a co-ordinated way, and by confronting the representatives of the Islamic Republic in all international fora where the EU and its Member States are present.

We note that some EU Member States have called for additional sanctions on the Islamic Republic and that discussions are ongoing. We are not in favour of generalised economic sanctions which hurt the Iranian people. However, we are in favour of financial, travel or other restrictions on individuals and their families and entities responsible for violations of human rights, including on those responsible for ordering or carrying out the most recent crackdown. 

Finally, we understand that the European Parliament is currently discussing this year’s award of the Sakharov Prize for Freedom of Thought.  We urge the European Parliament to consider awarding the 2022 Sakharov Prize to the people of Iran. It would be a powerful statement of support and encouragement to the Iranian people in their aspiration to uphold our shared universal values.
